Permit Registration

      If you are a new user and need a Utility or Driveway permit, please complete your registration here. Also used if you need to update your companies Certificate Of Liability Insurance.

Utility/Obstruction Permits

All permitees applying for Utility, Obstruction, or Signal Cabinet Wrapping must first Register as a New Utility User.
If the nature of the work includes both underground/excavation and aerial/obstruction/traffic control, you must fill out a separate application for each type.

    • Excavation Permit

      Permit is used for any underground utility work that will be performed by any company within Ramsey County Right Of Way.

    • Obstruction Permit
      Start New

      Permit is used for any traffic control or obstruction to Ramsey County Right Of Way or roadways.

Transportation/Moving Permits

    • Annual Permit
      Start New

      Permit is used for a single vehicle for unlimited trips. Permit is valid for one calendar year. Only applicable if load does not exceed 110' Length, 12' 6" width (up to 14' for truss'), legal axle weights, or 14' Height. Loads outside of these parameters or any superloads will require a single trip permit application.

    • Single Trip, OSOW
      Start New

      Permit is for any trip that will exceed standard load requirements of any size. Single trip use only.

Driveway/Entrance Permits

    • New Development/Commercial Driveway
      Start New

      Permit is used for any development looking to access/exit onto a county road. Permit is also designed for any new commercial organization or business looking to put access/exit onto a county road.

    • Residential Single Driveway
      Start New

      Permit is used for reconstruction of an existing driveway on a county road. Also to be used for any existing driveway or looking to move an existing driveway.

    • Temporary/Construction Driveway
      Start New

      Permit is used for any temporary driveway needed for construction of any sort.
